Will Trump's 2A Executive Order Bring Change?

The first Executive Order to have a potential impact on TSRA Members was signed on Friday, February 7, 2025. "Protecting Second Amendment Rights" calls for a full review of 2021-2025 data by President Trump. This Executive Order is a win for those who wish to see all laws abide by the Constitution. But it is yet to be known how far the win will stretch.

The Order identifies a minimum of 7 areas for review. Attorney General Pam Bondi will review these items within 30 days of the Order. These 7 areas include:
  • “All Presidential and agencies’ actions from January 2021 through January 2025 that purport to promote safety but may have impinged on the Second Amendment rights of law-abiding citizens;”
  • “Rules promulgated by the Department of Justice, including by the Bureau of Alcohol, Tobacco, Firearms and Explosives, from January 2021 through January 2025 pertaining to firearms and/or Federal firearms licensees;”
  • “Agencies’ plans, orders, and actions regarding the so-called “enhanced regulatory enforcement policy” pertaining to firearms and/or Federal firearms licensees;”
  • “Reports and related documents issued by the White House Office of Gun Violence Prevention;”
  •  “The positions taken by the United States in any and all ongoing and potential litigation that affects or could affect the ability of Americans to exercise their Second Amendment rights;”
  •  “Agencies’ classifications of firearms and ammunition;” and,
  •  “The processing of applications to make, manufacture, transfer, or export firearms.”
 
The Executive Order did not identify a list of the exact documents, orders, plans, and other actions that will be included in the review. TSRA has reached out to the Office of the Attorney General for comment.

Looking back on the last four years, the items that could be included are:
 

For Texans, it is unknown if the State Fair case will be part of the ongoing litigation review. This case is currently in the 298th Judicial District of Dallas County. Previously, it was in the Fifteenth Court of Appeals. A hearing that could determine the outcome of this case is scheduled in Dallas this Friday.

We hope to see success by the Texas Attorney General on Friday at the State Fair Case. We are also hopeful to see success in the United States Attorney General's review. Under the Executive Order, the review will be followed by a proposed plan of action. This proposed plan will be taken to the Domestic Policy Advisor. From there, work will be done to finalize and implement the plan.

"Preservation of the Second Amendment and abidance of the Constitution are important. We hope the Executive Order will lead to effective actions for all supporters of the Second Amendment."
